FORTIFIED Roof Evaluation by HECS. FORTIFIED Roof is an IBHS-certified roof standard engineered to keep shingles on and the building dry during hurricane-force winds, hail, and severe thunderstorms. HECS is an IBHS FORTIFIED Home Evaluator delivering FORTIFIED Roof, FORTIFIED Silver, and FORTIFIED Gold evaluations across Kentucky and the broader Midwest, with fixed-fee proposals within 24 hours. We serve Kentucky, Indiana, Tennessee, Illinois, Missouri, Ohio, and West Virginia with fixed-fee proposals delivered within 24 hours and independent third-party reports your insurer, code official, or program reviewer will accept.

HECS is a multi-credentialed testing firm – NCI, RESNET, BPI, NEBB, AABC, TABB, ENERGY STAR Verifier, NGBS Verifier, EarthCraft, IBHS FORTIFIED Evaluator – so when we test for one program your report format carries to the next. FORTIFIED Roof Evaluation delivered by HECS means one report, one project manager, and a single accountable testing partner.

Why Kentucky & Midwest property owners need FORTIFIED Roof

Kentucky, North Carolina, Alabama, Georgia, West Virginia, Kansas, Missouri, and West Virginia all sit in regions with recurring severe thunderstorms, hail events, and tornado risk. NOAA Storm Events data shows the Ohio and Mississippi River valleys average 4-6 severe thunderstorm warnings per county per year, with damaging straight-line winds, large hail, and isolated tornadoes. Kentucky is also exposed to the remnants of Gulf hurricanes (Ida, Fred, and others delivered significant wind and rain loss to the Commonwealth in the past decade).

Most homeowners insurance premium increases in the Midwest over the past 5 years are tied to storm-loss severity. State Farm, Allstate, and several regional carriers have non-renewed or rate-increased policies for the highest-severity counties. FORTIFIED Roof is the most cost-effective structural upgrade against the most common storm losses – keeping shingles on during high winds, keeping water out even when shingles are lost, and qualifying the homeowner for the insurance premium discount programs that exist in most states. For many of our clients, the FORTIFIED Roof upgrade pays back through insurance premium savings alone in 5-10 years.

Builders, roofers, and code officials in our region increasingly specify FORTIFIED Roof or its sub-components (sealed deck with taped seams, ring-shank nails at 6 inches on center) in their standard specifications. HOA and architectural review boards in storm-prone areas (St Louis, Louisville, Nashville, Indianapolis suburbs, Chicago exurbs) increasingly require FORTIFIED on new construction and re-roofs.

For Kentucky homeowners in particular, the Strengthen Kentucky Homes (SKH) program provides grant funding up to $10,000 for FORTIFIED Roof upgrades that meet IBHS standards. SKH is administered by the Kentucky Department of Insurance and is currently funded by $42 million in grant allocations. HECS delivers the evaluator-side FORTIFIED documentation required by SKH, working in coordination with your roofer to assemble the SKH application package. SKH is open to Kentucky homeowners with homeowners insurance on single-family primary residences.

FORTIFIED Roof is also increasingly required for builders and developers in our region pursuing federal or state disaster resilience grants (HUD Community Development Block Grant – Disaster Recovery, FEMA Hazard Mitigation Grant Program, USDA Rural Development housing grants). The FORTIFIED designation serves as the document of record for the resilience-required project scope. HECS has delivered FORTIFIED Roof documentation for HUD-CDBG-DR projects in Kentucky and Tennessee.

For commercial and multifamily projects, FORTIFIED Roof brings the structural documentation that aligns with insurer preferences across multi-peril and wind-driven-rain exclusions. Property owners with significant exposure (multi-building HOAs, mid-rise multifamily, manufactured-home communities) increasingly require FORTIFIED Roof on reroof projects to maintain or restore full-coverage insurance terms. HECS handles the multi-building FORTIFIED program documentation for HOAs, REITs, and property-management firms across the Midwest.

What is FORTIFIED Roof?

FORTIFIED is a designation program administered by the Insurance Institute for Business & Home Safety (IBHS). The program certifies that a home’s roof, and optionally its walls and entire structure, has been built or upgraded to a documented standard for high-wind, hail, and severe-storm resilience. There are three levels: FORTIFIED Roof (entry-level, focuses on the roof system), FORTIFIED Silver (adds whole-structure resilience), and FORTIFIED Gold (adds resilience against the most severe hurricanes plus testing on windows, doors, and gable ends).

FORTIFIED Roof requires a sealed roof deck (so water cannot enter if shingles are lost), ring-shank nails in a specific pattern (8d at 6 inches on center along seams), drip edge along all eaves and rakes, flashing at all penetrations and wall intersections, soffit/seal at all penetrations, gable end bracing, impact-rated shingles (F-rated or equivalent), and a final site visit by an IBHS FORTIFIED-credentialed evaluator who documents the completed roof and submits the package to IBHS for designation. The FORTIFIED Home directory at IBHS lists every certified home and serves as the verification point for insurance carriers, lenders, and home buyers.

FORTIFIED is recognized across the Southeast and Midwest as a structural upgrade against the most common storm losses. Most homeowners insurance carriers – including State Farm, Erie, Travelers, Allstate, USAA, Liberty Mutual, and many regional carriers – offer meaningful premium discounts for FORTIFIED Roof, FORTIFIED Silver, and FORTIFIED Gold certified homes. Discounts vary by state and carrier, but typical ranges are 5-30% on the wind/hail portion of the policy. In Kentucky, the Strengthen Kentucky Homes (SKH) program provides grant funding for FORTIFIED Roof upgrades (separate from HECS scope; HECS provides the evaluator side of the SKH package).

HECS is on the IBHS list of approved FORTIFIED Home Evaluators. We deliver FORTIFIED Roof, FORTIFIED Silver, and FORTIFIED Gold evaluations across Kentucky, North Carolina, Alabama, Georgia, West Virginia, Kansas, Missouri, and West Virginia. We are expanding service into North Carolina, Alabama, Georgia, and Kansas where FORTIFIED uptake is growing rapidly.

How the FORTIFIED Roof evaluation works at HECS

  1. Free scoping call (under 1 hour). Call (859) 983-7382 or email [email protected] with your address, roof age, shingle type, attic access, insurance carrier, and any known damage. We confirm your project qualifies for the FORTIFIED Roof program (or Silver / Gold), and outline what documentation we will need to collect at the site visit. For SKH (Kentucky-only) projects, we will also review the program eligibility checklist.
  2. On-site FORTIFIED Roof evaluation (1-2 hours). An IBHS FORTIFIED-credentialed HECS evaluator visits the property to inspect roof deck attachment, drip edge, flashing, soffit/seal, gable end bracing, and any existing impact-rated shingles. We document every attachment point with photos and measurements that meet IBHS submittal standards. We also document current conditions for any required upgrades.
  3. Scope of required upgrades and fixed-fee proposal within 24 hours. We deliver a written report listing what your existing roof already meets versus what upgrades are required for FORTIFIED Roof designation. If a re-roof is needed, we coordinate timing with your roofer. If the existing roof already meets FORTIFIED Roof standards, we move directly to documentation. The fixed-fee evaluation quote is included with the scoping; the roofer’s quote (when needed) is separate.
  4. Sealed roof deck verification and final documentation. If the existing roof passes the FORTIFIED Roof requirements, we photograph the sealed deck, taped seams, ring-shank nails or screws, and the IBHS-required FORTIFIED label. If upgrades are required, we return after the roofer finishes to verify the sealed deck and re-document. This re-verification visit is bundled into the original fixed fee when scheduled within 60 days of the original.
  5. IBHS FORTIFIED Roof certificate application. HECS submits your full FORTIFIED Roof documentation package to IBHS on your behalf. IBHS issues the FORTIFIED Roof designation certificate and your home is added to the IBHS FORTIFIED directory. Most projects complete end-to-end in 30-60 days, depending on roofer scheduling and document turnaround.

FORTIFIED Roof evaluation pricing

FORTIFIED Roof evaluation is a fixed-fee service. The 2026 HECS FORTIFIED-Roof evaluation fee for a single-family home runs $300 to $600, depending on roof size, roof complexity (number of facets, valleys, penetrations), attic accessibility, and whether the existing roof already meets partial FORTIFIED requirements.

FORTIFIED Silver and Gold certifications run $650 to $1,400, depending on the home’s existing condition and the additional documentation required. Multi-roof or multi-building projects (a development with several FORTIFIED homes, or a multifamily building) run on a project-level quote; call (859) 983-7382 for a custom quote.

Every HECS FORTIFIED Roof evaluation includes: scoping call, on-site inspection (1-2 hours), sealed-roof-deck verification, ring-shank nail inspection, drip edge + flashing verification, gable end bracing check, impact-rated shingle verification, photo-documented report meeting IBHS submittal standards, IBHS submittal on your behalf, and the FORTIFIED Roof designation certificate from IBHS.

What is NOT included: roofer repair or re-roof work (HECS is an independent third-party evaluator; you choose your own roofer); SKH grant application filing (we provide the documentation your roofer or grant applicator will use); and re-roof project inspection (only the FORTIFIED verification before/after the roofer work). Travel fees may apply for projects more than 200 miles from Louisville KY.

Frequently asked questions about FORTIFIED Roof evaluation

How much does a FORTIFIED Roof evaluation cost?

The 2026 HECS FORTIFIED Roof evaluation fee for a single-family home runs $300 to $600, depending on roof size, complexity, and accessibility. FORTIFIED Silver and Gold certifications run $650-$1,400. Multi-roof or multi-building projects run on a custom quote. The fee is fixed: not an estimate, not time-and-materials. The roofer’s work (if needed) is a separate quote from your chosen roofer.

What is the Strengthen Kentucky Homes (SKH) program and how does it relate to FORTIFIED?

The Strengthen Kentucky Homes (SKH) program is a Kentucky-only insurance-funded grant program that covers up to $10,000 of FORTIFIED Roof upgrade costs for qualifying Kentucky homeowners. SKH is administered by the Kentucky Department of Insurance and requires an IBHS-credentialed evaluator (HECS qualifies) to deliver the FORTIFIED Roof documentation. HECS provides the evaluator-side documentation your roofer or SKH applicator needs; SKH itself is administered separately. Apply at the Kentucky Department of Insurance website.

Will my insurance premium go down with a FORTIFIED Roof?

Most insurers that write homeowners policies in Kentucky, North Carolina, Alabama, Georgia, West Virginia, Kansas, and Missouri offer premium discounts for FORTIFIED Roof certified homes. Discounts typically range from 5% to 30% on the wind/hail portion of the policy, depending on the carrier and current program. HECS delivers the IBHS submittal-ready documentation your carrier requires, and we coordinate directly with your carrier on request. Always confirm your specific discount with your carrier before scheduling the FORTIFIED evaluation.

Do you travel to my city for FORTIFIED evaluations?

HECS delivers FORTIFIED Roof evaluation across Kentucky, Indiana, Tennessee, Illinois, Missouri, Ohio, and West Virginia. For projects outside our standard service area we partner with local field techs to minimize travel cost while maintaining IBHS-credentialed sign-off on every report. Travel fees may apply for projects more than 200 miles from Louisville KY.

What does a FORTIFIED Roof evaluation actually include?

Our FORTIFIED Roof evaluation includes: roof deck attachment inspection and verification, drip edge measurement along eaves and rakes, flashing inspection at all penetrations and wall intersections, soffit/seal verification, sealed-deck verification (or documentation of required re-nailing and taping), gable end bracing check, impact-rated shingle verification, attic ventilation review, and a complete photo-documented report meeting IBHS FORTIFIED submittal standards. The IBHS-required FORTIFIED label is documented at the sealed deck.

Can HECS coordinate with my roofer or insurance carrier?

Yes. HECS regularly coordinates FORTIFIED Roof projects with local roofers, insurance carriers, and program reviewers across Kentucky and the broader Midwest. We deliver reports in the format your reviewer requires and are happy to attend coordination calls when requested. References from area builders and code officials available on request.

Do I need to replace my entire roof to get FORTIFIED?

Not always. FORTIFIED Roof only requires the roof system itself to meet standard. If your existing roof already uses sealed deck, ring-shank nails, drip edge, flashing, and impact-rated shingles in the required pattern (and was installed within the past ~5-7 years), it may already meet FORTIFIED Roof standards – the evaluator just needs to document it. If your existing roof uses standard 3-tab shingles with staples on a non-sealed deck, a re-roof with impact-rated shingles and sealed deck would be required to qualify. The HECS scoping call tells you which case applies.

What is the difference between FORTIFIED Roof, Silver, and Gold?

FORTIFIED Roof focuses on the roof system (sealed deck, ring-shank nails, drip edge, flashing, impact-rated shingles). FORTIFIED Silver adds whole-structure resilience: anchored porch roofs, reinforced garage doors, opening protection (windows and exterior doors rated for impact or pressure). FORTIFIED Gold adds the highest level: anchored whole-house continuous load path, opening protection on all openings, and verified resistance to the most severe hurricane wind conditions. HECS evaluates all three levels; most Midwest projects target FORTIFIED Roof, but Silver and Gold are appropriate for higher-value homes, coastal exposure, or builder-grade project-wide specifications.
