John Sabbak is the founder and principal evaluator of Home Energy & Comfort Solutions Inc. (HECS), a Kentucky-based independent third-party testing and evaluation firm he founded in May 2009. He is an IBHS-trained FORTIFIED Home Evaluator and NCI Certified Commercial Air Balancer. He personally signs the FORTIFIED designation documentation for every HECS project.

John’s FORTIFIED Home Evaluator status is verifiable through the official IBHS FORTIFIED Home Provider Locator at fortifiedhome.org. HECS’s approval under the Kentucky Strengthen Kentucky Homes (SKH) program is verifiable on the official Kentucky SKH evaluator directory.
John holds every active FORTIFIED Home designation issued by IBHS: FORTIFIED Roof, FORTIFIED Silver, and FORTIFIED Gold. He has been performing FORTIFIED Roof, Silver, and Gold evaluations for Kentucky homeowners since 2009, including evaluations supporting Kentucky Strengthen Kentucky Homes grant applicants. He has worked through every major revision of the FORTIFIED standard.
As an IBHS-trained FORTIFIED Home Evaluator, John performs the on-site evaluation, signs the FORTIFIED designation documentation, and submits it to IBHS for the official FORTIFIED certificate. The certification is awarded by IBHS, not by HECS; HECS is the independent third party that documents the qualifying work and submits the package.
HECS was founded on a simple observation John made early in his career: most HVAC testing in the Midwest was being done by the same contractors who installed the equipment. When a balancing report is signed by the same company that installed the system, the report’s independence is compromised.
John built HECS to be the third party the region was missing. NCI certification is the industry’s most rigorous standard for HVAC measurement, and HECS adopted it before any other Kentucky-based independent testing firm. Today HECS has three NCI-certified field technicians and serves affordable housing developments, multifamily projects, K-12 schools, healthcare facilities, and commercial clients across six states.
The same independence that defines HECS’s HVAC testing practice defines its FORTIFIED evaluation practice: HECS documents what was installed, not what was designed. HECS’s reports pass first submission because they are built for the program reviewers who read them.
